Joint Congressional Resolutions to Block CAFE

Friday, Congressman Tim Walberg of Michigan, the Co-Chair of the House Motorcycle Caucus, introduced a bill aimed at stopping the National Highway Traffic Safety Administration (NHTSA) from enacting new rules on ā€œCorporate Average Fuel Economy Standards for Passenger Cars and Light Trucks for Model Years 2027-2032 and Fuel Efficiency Standards for Heavy-Duty Pickup Trucks and Vans for Model Years 2030-2035.ā€ Rep. Walbergā€™s bill H.J. Res 199 currently has 64 cosponsors. Senator Ted Cruz of Texas also recently introduced a similar bill in the Senate, S.J. Res 104, with 29 Senators listed as cosponsors. 

As it currently stands, the proposed rule would set the Corporate Average Fuel Economy (CAFE) standards to a level that is not attainable with liquid fuels alone. Despite Congress directing NHTSA not to consider electric vehicles (EV) in determining the maximum feasible standards, NHTSA includes EVs in their annual baseline. This standard will force manufacturers to transition away from internal combustion engine (ICE) vehicles to meet the new standards. This move by NHTSA, in conjunction with emissions rules the Environment Protection Agency is enacting, is a significant step towards eliminating ICE.
